Our Local Union is a directly chartered local Union of the Public Service Alliance of Canada (PSAC) representing employees of the Commissionaires – Great Lakes and CoreII Security Inc. working at Toronto Pearson International Airport.
PSAC, our bargaining agent, negotiated a collective agreement that includes an “all-employee” recognition clause which means that when any new employee is hired by the Commissionaires – Great Lakes to work at TPIA they are represented by our Local. Our Local is 120 members strong.
Our members are responsible for providing traffic control at each of the terminals at TPIA. Our members also provide dispatching service to passengers seeking cabs and limousines.
Our members are proud of their past. The Corps began in 1859 in England and was established in Canada in 1925 as an employment agency to help enlisted men and women returning from active duty to find meaningful and dignified work. The Corps created a related company called CoreII security Inc. to employ civilian employees who work alongside Commissionaires to provide airport security services.
Our members joined PSAC to protect the future of our work. Since the signing of the Collective Agreement with the Commissionaires – Great Lakes, we have better working conditions and a say on promotions, health & safety issues and improved job security. We have come a long way, but will still have a distance to go.

DCL Local 608 Profile
Commissionaires across the Districts of Sudbury and Temiskaming took the step in July, 2001 to join the Public Service Alliance of Canada becoming the first group of Commissionaires in Ontario to form a Union. Commissionaires needed something to pull them together, to unite them in their frustrations and to gain some power to determine their future. Organizing was relatively easy. In a couple of months, we were certified, and, soon after, we signed our first collective agreement. Since joining PSAC our members have:
- formed our own Local Union; and
- won a labour board decision to include Shift Supervisors in our Local; and
- negotiated two collective agreements; and
- elected a representative to the PSAC Ontario Regional Council; and
- attended various PSAC education courses
Our fifty members work at various contract sites across the Districts of Sudbury and Temiskaming including the Canada Customs and Revenue Agency in Sudbury.
Because we are small Local, our executive encourages all members to become active so that we remain united. Our Local can be proud of the influence we have been able to exercise within the Public Service Alliance of Canada and by remaining active our Local will remain proud, strong and vibrant.
